Is a new binance account better or an old one?

Hiya, I'm going to create a brand new binance account and I've a couple of questions.

1) Are new freshly made absolutely verified accounts good or previous ones?

2) do new accounts have sure restrictions? If yes, what are they?

three) can I exploit binance for expenses right here and there,not large ones?

4) can new accounts settle for present cards?

I've never used apps like binance,this can be my first. Solutions are appreciated
