When Hardware wallets are unavailable: Next Best Option?

Say, you live in a country where hardware wallets made by known and relatively trustworthy companies aren't officially sold. Buying them via third party is just asking for a trouble and even if you would import one shipped directly from the manufacturer, post office workers or corrupt customs will, with high chance, pass your info straight to criminals that will simply rob you or even kidnap you.

What would be realistic and safe option to store crypto in this case? Airgap wallet would look somewhat decent but unfortunately it's blockchain support is rather low. Really only two other options that come to my mind are either just use some mainstream wallet like Trust wallet and just don't ever connect it to any apps, or use some sort of encrypted virtual machine on PC for wallet management.
